Under this Division, three sub-divisions are Chatrel Unit, Fund Raising Unit and Data Unit. Responsibilities assigned to each of them are as follows.
Chatrel Unit (Voluntary Contribution)

Based on Chatrel Act and economic policies of the Central Tibetan Administration (CTA), it is required to collect Chatrel on time. And there has to be clear record of the Chatrel collected. It is also assigned to formulate policy concerning levying and increased collection of Chatrel. And devise policy whereby evasion of Chatrel could be prevented. It is their duty to enlighten all Chatrel Collecting Agencies about the rules and regulations concerning Chatrel, and issue timely circular for collection of Chatrel. And also it is their duty to create and maintain cordial relationship between Collecting Agencies and also between those agencies and Head Office.

Fund Raising Unit

For the various activities to be undertaken by the CTA, it will raise funds required for those activities through various means, and special purpose of raising funds is to create and increase Corpus Fund of the administration. This Unit will manage the affairs of the two registered organizations viz.; His Holiness the Dalai Lama's Charitable Trust (TRUST) and the Tibetan Administration's Welfare Society (TAWS) and undertake activities in accordance with the objectives as enshrined in their respective Memorandum of Associations.
